Summary
The purpose of this announcement is to establish an applicant pool for intermittent substitute teacher (TP-1701-AA) positions needed throughout the school year for schools located at; Aviano, Livorno, Naples, Sigonella Sicily, Vicenza, Italy, Rota, Seville, Spain, Manama, Bahrain, and Ankara, Turkey.

Duties
- Replaces the classroom teacher
- The Substitute Teacher must respect the privacy and sensitivities of students and parents by controlling and restricting personal information to those with a “need to know”
- Plans, organizes, and presents information and instruction which helps students learn subject matter and skills that will contribute to their educational and social development
- Provides instruction which is compatible with the school and system-wide curricular goals
- Interacts effectively with students, co-workers, and parents
- Carries out non-instructional duties as assigned and/or as needed
- Adheres to established laws, policies, rules, and regulations
- Follows a plan for professional development
- Reports to and is supervised by the principal
Requirements
- Proof of U.S. Citizenship is required.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.
- Candidates must reside within local commuting area where position is located.
- Local commuting area is defined as the geographic area surrounding worksite encompassing localities where people live and reasonably can be expected to travel daily to work based on generally held expectations of the local community. (5 CFR 575.203)
- This position requires a Tier 1 (T1) investigation with Childcare Checks since its duties require interaction with children and youth under eighteen (18) years of age.
- Selectee must undergo Background Checks IAW DoDI 1402.5 (e.g. Local Files Check, State Criminal History Records Check, and NACI).
- Employment is subject to successful completion of a background security investigation and favorable adjudication.
- Appointment is subject to the completion of a favorable suitability determination and favorable re-investigation every five years.
- Failure to successfully meet/maintain these requirements may be grounds for termination.
- You will be required to participate in Direct Deposit/Electronic Fund Transfer in accordance with DoD Regulation 7000.14R.

Qualifications
Education
To qualify based on education, you must submit a legible photocopy of official transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade point average or class ranking with completion date. Transcripts must be in English.
Foreign Education: If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Positions filled based upon the need and request from the school. Applicants must select school location(s) within their local commuting area they wish to be considered for.
The Dual Compensation Act prohibits an individual from receiving pay from more than one position for more than an aggregate of forty (40) hours of work in one calendar week. This prohibition applies to employees paid from either appropriated or non-appropriated funds, or a combination thereof, and includes temporary, part-time, flex-time, and intermittent appointments.
Time and attendance maintained and monitored by the home school. Home school is the specific school the Substitute is assigned to at time of hire. Substitutes may be shared between all other schools within complex at the discretion of the home school.
LIVING QUARTERS ALLOWANCE (LQA) AND PAYMENT OF TRAVEL AND TRANSPORTATION ARE NOT AUTHORIZED. Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to an overseas/foreign area.
Citizenship/Ordinarily Resident Status: Applicants must be US citizens covered by the applicable Status of Forces Agreement (SOFA) via other command-sponsored military, civilian, or eligible contractor employment – either on their own, or as an eligible dependent of a sponsor with SOFA certification and not considered Ordinarily Resident under the applicable SOFA. An ordinarily resident is anyone who has lived in the host country longer than the allowed number of days without being a member of the forces assigned, civilian component or a family member of either the aforementioned or who has obtained a work permit for any duration. Ordinarily Resident restrictions apply and vary depending on host nation.
This position does NOT confer SOFA certification.
Family member appointments may not exceed 2 months after an employee is no longer considered a family member within the local commuting area due to PCS or divorce of sponsor or, in the case of a child, the age of 23. Family members are defined according to the DODI 1400.25, Vol.1232 as: For a military member whose duty station is in a foreign area, the member’s spouse or unmarried dependent child. For a civilian US employee as defined by section 2105 of Title 5, United States Code, the employee’s spouse, domestic partner, or unmarried dependent child, or unmarried child of the employee’s spouse or domestic partner. A family member must physically reside with his or her sponsor to receive family member preference.
Lack of supporting documentation will result in the agency’s inability to recognize preference status for this announcement.
Federal Benefits: Temporary, intermittent appointments without an established regular tour of duty are excluded by regulation from leave accrual, health insurance, life insurance, and retirement benefits.

Eligibility Documentation
Must submit appropriate supporting documentation to verify eligibility for appointment. At minimum, eligibility documentation may include the following:
- A copy of your (or your sponsor’s) PCS orders, as well as any/all subsequent amendments, verifying your coverage under applicable SOFA agreement
- A copy of your marriage certificate
- Military Spouse PPP Self-certification Checklist list
- If hired locally (not on sponsor’s orders) a copy of your (or your sponsor’s) logistical support (or Command Sponsorship) memo verifying sponsor’s current DEROS, continued coverage under applicable SOFA with your name listed as an eligible dependent.
- If a current federal employee, a copy of most recent SF-50 (or equivalent).

Teaching Certificate – Must attach a photocopy of current, valid state issued Teaching Certificate. Certificate must be in English.
Re-employed Annuitant Information
If you are a retired Federal employee (annuitant) meaning that you are an individual receiving an annuity from a civil service retirement fund (Civil Service Retirement System/CSRS or Federal Employees Retirement System/FERS), please provide the following supporting documentation:
